You were right in thinking that those are supposed to be waterfalls. I was trying out a tutorial I had found. It was about the only decent one I could find.

Aahhh, seeing the scan makes more sense XD It does just blend in a lot. That one random chunk in the bottom middle is the Death Note lol! Well, Now I would suggest messing with contrast or darkening Light (lol) a bit. Try to make him blend with the background some more because he stands out in an odd way. And for the buildings i was just suggesting more stars behind them since in some spots they just stop. You know? The sky is full of stars but they dont go near the buildings (in some areas). Well, good luck, hope it goes well. Keep me updated if possible :)
